ICW: Rhetorically More Effective

"One-Stop Proposal for Area's Homeless Looks Promising" poses the most rhetorically effective argument of the three articles taken from The State. The author incorporates simple yet reliable background information in order to make the reader fully aware of the situations. Such information includes the plan of the Four Corners of Hope, where it will be held, and information regarding its distance from the homeless. The author emotionally charges his words regarding the lack of help from the City Council and the graces of certain civil service organizations in order to draw the reader in emotionally. Unfortunately the authors credibility is underdeveloped, which detracts from the effect of the editorial, yet this does not put him behind the other author's editorials. Heavy reliance on emotional appeal and background information make this editorial the most rhetorically effective.
